We lost the Vietnam War because we underestimated our enemy and didn't realize just how cunning they were. Be wary of ANY "intelligence" our sources may give us, as they may not actually have our best interest in mind. Double agents are very important. Also, the whole idea behind The Art of War is to confuse a larger enemy, make him think you're doing one thing while you're actually doing another, and to systematically eliminate smaller portions of his army while avoiding his massive main infantry and attack forces until he is weakened enough to finally attack. North Korea, if they started a war with us, would certainly employ these types of tactics, and a big headline like this is exactly the type of attention they would like to give a smaller target while they actually plan to bomb Washington D.C., New York City or Los Angeles.
