Finland foreign minister Ilkka Kanerva sent about 200 text messages from his mobile phone to Johanna Tukiainen, 29. In one of the messages, the government officials asked her what she was wearing under her tight dress.
Another message suggested an arrangement with Miss Tukiainen and her sister, Julia, who has worked in adult industry.
