In Russia, the governor of Ulyanovsk province has urged couples to skip work on Wednesday (Sept. 20) and make love instead to boost the country’s low birth rate.
And if a woman gives birth in exactly nine months time — on Russia’s national day on June 12 — she will qualify for a prize, such as a television set or a refrigerator.
