PinoySpy News Service — The Philippine Air Force’s aging fleet of attack and rescue helicopters has been beefed up recently with the addition of 10 refurbished UH-1 (Huey) which saw action in the Vietnam War in the 70s.
The 10 helicopters which were described in international news reports as “aging”, were donated by the United States and turned over by the US Embassy on June 8. The 10 choppers, the first batch in a total of 20 to be given by the US, would be used for the anti-insurgency campaign and humanitarian and rescue missions.
The free helicopters did not come with a free life insurance for their Filipino pilots.
President Gloria Macapagal Arroyo inaugurated the 10 Hueys by smashing a champagne bottle into one of them. Luckily, no one was hurt.
Helicopter accidents are not uncommon in the Philippines. Before the elections, politician Chavit Singson figured in a helicopter crash. However, he did not die.
Just last month, the Philippine Air Force decided to ground its existing fleet of Huey helicopters when one of them crashed into a busy city street in Mactan, Cebu. The ill-fated chopper actually crashed on a moving tricycle, killing the tricycle driver and all its passengers.

What do you mean by aging ??? Do you mean that the Hueys are at the end of their structural life ?? Or mainly becasue the technology in these choppers are mostly 70’s vintage ??
I do think that the word “aging” be qualified properly. The choppers were refurbished and properly maintained. The structural life is actually better than those being flown bu US Airforce .. and they do not seem to look for metal-fatigued or stress …
If you based your opinion on the recent PAF crashes, then you are not accurate. those crashes were caused by kite strings and pilot error/poor maintenance procedures. Do not have anything to do with the “age” of the aircraft per se ….
i agree to your proffesional opinion….the problem with those crashed huey are poor maintenance…ndi kc sinusunod yung parts expiration….mas binubulsa ng mga general ung mga pondo for repair….i should know…i work at PAF maintenance dept before….grabe puro dispalinghado ang mga parts nila….

Let me give a little background of myself so everyone will know where I am coming from.. I am a 33 year veteran of US military service in Aerospace Engineer and Maintenance Field (F-18, F-15, F-14, A-6, A-4, A-7, CH-46, MH-53, UH-1N, MV-22 and C-130, C-117, C-12) and have seen life as it is.. I run three Depot level maintenance of various fixed and rotary wing aircraft.. The basic of “Refurbishment” are several; The IRAN (Inspect and Repair as Necessary) program; The PDM (Program Depot Maintenance) program; The MSIP (Multi Staged Imprrovement Program); The SDLM (Scheduled Depot Level Maintenance) program and lastly the SLEP (Service Life Extension Program) which is the most extensive and expensive.. The aircraft are disassembled to the 9th degree and inspected to the fullest.. resulting in the extension of the life of the equipment for another 20 years service.. provide it is properly maintained..
Let us go back a little bit in history.. The Philippine Revolution coincided with the Spanish-American war.. at first the US help the Philippines, but then they made a treaty w/Spain and paid $21M for the Spanish territories occupied by the US including the Philippines.. This is time when the Filipino-American war started and later the inclusion of the Philippines as territory of the US.. Filipino patriots espouse for independence, later become Commonwealth and as Manuel L. Quezon said “I would rather have the the Philippines run like hell by the Filipinos, than run like heaven by the Americans”.. Well to put it mildly, we got what we asked for.. It goes without saying that; “Don’t ask for something you are not prepared, because you may get it”..
After the RP-US Base Treaty expired and not renewed, the Philippine Legislature (SEnate & House of Representatives) who refused to extend the presence of the American base promised the AFP that they will give money equal to the $220M a year military assistance to AFP and $200M Development Assistance to the Philippines for the rent of the bases.. It is not free.. But as you all know, that promise never happen.. it is still a promise today.. Let us do some Arithmetic (1992-2007 = 15 x $220M = $3.3B rent)plus $3.0B Development assistance not counting the workers on the bases salary..
The maintenance program of the AFP, including tanks, trucks, jeeps, aircraft and ships deteriorated to a point that very few spare parts arrived for almost ten years.. The time sensitive aircraft parts were critical for aircraft safety.. these factors were ignored and the flight continues.. there are cases that old parts are repainted and sold as brand new by corrupt suppliers, but the fatigue factor of the parts is ignored.. That is where accident happen.. when the aircraft is due for x-ray of something major inspection, there is a reason for that.. somewhere along the history of that type aircraft, someone died in an accident already and the findings is inspection at certain times to insure safety of flight.. Currently, the Israeli and other countries are still using C-47 aircraft because it is reliable, but the key is PROPER MAINTENANCE.. We have many Pinoy good mechanics, but we are lacking spare parts and they are forced to take shortcuts.. For example, the Saudi F-15, F-5, C-130, Tornado Fighters are being maintained by Pinoys subcontracted by Lockheed, Boeing and Btitish Aerospace..
Properly maintain, the UH-1H will serve another 20 years.. The United States Forest Service, US Border Patrol and other US Agencies still fly the UH-1H.. It was taken out of the US Military Inventory due to lack of spare parts and higher cost of the SLEP program.. and the Senators and members Congress wants to protect jobs in their district so they authorized and sometimes direct the Military to buy new ones when they passed the budget..
Let us all work together for the betterment of the Philippines.. Pinoys are smart people and very dedicated.. I for one is an example.. I was voted in my class as the mostly likely NOT to succeed,. but I managed, with God ,help to pull myself together and do something about my life the hard way to make ends meet.. Going to school at night full time and working 8-10 hours during the day make a man out of me..
In my experience I have seen example of government decisive actions; Morocco spends $500M dollars to fortify Western Sahara, but they collect $1.5B a year on it.. so why not the government of RP spend $333M to defend Malampaya since the revenue is over $1B a year.. it is a matter of political will and decisive decision.. and maybe spend $333M in development of the economy, by building factories, creating jobs and employing the under employed.. and $333M for infrastractures, education and health of the poor for the next ten years.. The RP did not have the Malampaya revenues before and it survived… so why not just pretend and ignore the revenues and put it back on the economy and infrastractures.. The poor people are being tax to the limit, that is why we have so many leftist.. if the government talk to every leftist and ask if I can provide you a decent jobs, free high school education and junior college for your children, will you come back to the fold of the law.. I can bet you that 85% to 90% will return to the government side.. the poor are being taxed to the hilt.. the SLEX, NLEX are taxes to the poor.. Lucio Tan is making millions ayear and yet he is not paying the right taxes.. the taxes he owes many years ago are still in litigation.. Sorry I digres, we should talk about the Huey..

For everyones general knowledge, ALL GAS TURBINES ENGINES (including UH-1H), commercial jets, private jets and military aircraft consumed kerosene based fuel commonly know as Jet-A1.. The US Military in particular used JP-8 which is the equivalent of Jet-A1 with fuel additives to prevent freezing at higher elevation.. If you are around airport during take off or when jet engines are running, you will smell it like kerosene burning.. That is the Jet-A1 or JP-8 in the military..

a fully maintained aircraft can last up to 50 yrs. as a general rule of thumb, before an aircraft can even have clearance to roll out from a hangar, it must complete and pass regulatory inspections. then another set before it flies. informative individuals mostly in commercial and private aircraft line will tell you that the only difference between a new aircraft and an old one is the pilot. Philippine airlines fleet of 747’s which cost about $350Mil each are about 40 yrs old already, domestic fleets arount 35yrs old and that goes for us here in the US and rest of the world..you just don’t go out there and buy aircraft every 10 yrs. mid 30’s in aircraft age is actually prime! now compare that to military specs! actually, and this is true and for you idiots there that don’t know, more accidents happen in the military using sophisticated aircraft than traditional ones..these refurbished choppers believe it or not still costs $5Mil each! military aircrafts costs more than commercials. O? MAY 5 MILLION $ (DI PESOS)KA BA SA BULSA MO PARA I DONATE?

For your information, the crash was caused by a kite strike where the long nylon cord wrapped around the inside of the Main Rotor Swash plate, this lessened the autorotational capacity of the helicopter when the engine forcibly quit due to increasing EGT caused by the hardened friction of the nylon-wrapped interiors of the Rotor Swash Plate. The pilots where in no position to guide and land the deteriorating helicopter because, in short and simple language, the main rotor stopped turning and it fell like a ROCK. It was purely an accident.
The pilot who died in this accident was a descent intelligent and well-trained person who has a beautiful wife and 2 young kids (2 years old and a 10 month old baby). Tenyente, you ought to apologize to this dead pilot’s widow and orphans.
You are in the United States, you are financially belessed in that land of oppurtunity, hwag mo naman laitin kami dito sa Pilipinas. Life is hard here and we have to meet both ends. You are intelligent and you don’t need to stoop down to the level of those people you are criticizing.
For more information, the crash site was a mile from the runway of the Mactan International Airport. The helicopter was directed to fly and encircle within the traffic pattern or helicopter route by ATO due to a landing commercial airlines. However, the residents on these area were flying so much kites. The local government of Lapu-lapu City must have implemented a no kite-flying zone on the area. Eventhough, ATO has rules of no kite-flying zone within 5 miles of an active runway.

The refurbishment these birds go through effectively makes them new aircraft. The recent accidents are just that, accidents - either caused by pilot error or extraneous factors that aren’t the fault of the aircraft or its age.
10 refurbished Huey’s are 10 Hueys that can fly and fight - after all that is what the air force is meant to do. It’s 10 more we can throw into the fray. The single most important piece of equipment that the NPA has consistently called the deadliest threat to it operations are the Hueys of the PAF.”
Hindi ukay-ukay yan, at lalong hindi basura…. in fact, if these birds are up-rated into Huey II standards (which the PAF has in its inventory, and which the PAF can do on its own) they can outperform even the basic blackhawks which some of you are bragging about.
The Hueys are what our AFP needs, for gunship support, medevac and transport. Kung alam nyo lang kung ilang daan at libo nang mga sundalo natin ang namatay sa battlefield dahil kulang ang mga helicopters natin for airlift and medevac. At hindi rin ganun ka-simple bumili ng bago at ibang choppers, you need to invest in maintenance and pilot training, facilities at i-develop yung supply chain. Obviously, marami sa inyo ang kulang sa kaalaman at puro panglilibak at panghuhusga ng walang basehan ang tanging nalalaman. Yan ang dapat bawasan dito sa ‘Pinas, at yan din ang lalong nagpapakawawa sa bayang Pilipinas.

BTW, I saw those 10 Hueys at Clark AB (Now the 410th Maintenance Wing of the PAF). It was a sight to behold to see those 10 birds flying in formation. It must have been quite some time since the PAF has been able to sortie more than 10 birds at the same time….
I am reservist-officer of the AFP. So I take all these “ugly” comments personally. We do outreach missions mostly, dental and medical. Quiet, and with no fanfare. But we do our part in nation-building ….

They are just expressing the Filipinos frustrations on our government’s
unwillingness to invest on our military, not because the government do
not have the money and can’t afford new and modern military hardware, but because some of the politicians and high ranking military officials are corrupt. I want to correct your statement about Philippine Airlines fleet. PAL’s 747s were first delivered in November 1993, so they are just 14 years old (still new in airplane standards). But PAL’s 737s were
delivered in the ’70s so they are old. Airplanes are retired mainly because they are expensive to maintain because parts are no longer manufactured and thus parts become expensive, and buying new airplanes make more sense economically. You are correct that airliners
don’t buy new airplanes every ten years; except if you are Singapore Airlines (they only keep their airplanes on an average of 3-5 years). It is not true that military airlanes are more expensive than commercial ones, unless you are comparing a B-2 Stealth Bomber versus a Boeing 747 or Airbus A380. Last week, PAL both a total of 6 new Boeing 777-300ER for
a cost of $250 million each (+ discounts), that’s a total of $1.5 billion. An F/A-18E/F Super Hornet costs around $35 million, an F-15E Strike Eagle cost around $50 million each, so PAL can buy almost 50 of these multi-role jets for the Philippine Airforce. Heck, an F-22 Raptor costs $100 million each so PAL can buy 15 of this 5th generation
air superiority fighter. My point is that the government can afford it, they just don’t want to invest in it untill the hand-me-downs from the U.S., South Korea, and other countries stop. One other example which kinda relates with this topic is last year or so, President Arroyo along with her AFP chief went to South Korea to ask the South Korean
government about the patrol boats they promised to donate to the Philippines. President Arroyo explained that the Philippines really need the patrol boats to guard the oil refining facilities in Palawan (which is a multi billion dollar facility) from terrorist attacks. What? Is
she saying to the world that this facility is not worth it to spend money for patrol boats. Ninoy’s ideology “The Filipno is worth dying for.”,

Corrupt officials will always be corrupt. Justice system in RP isn’t modernised yet so we cannot expect speedy resolution to any graft cases as we all know. Corrupts need to be punished, but in a manner that is acceptable to civil laws. Modernise the justice system and penalise the offenders.

Gentlemen, please let us not berate each other and let us face the facts.. Let me give a little background of myself so everyone will know where I am coming from.. I am a 33 year veteran of US military service in Aerospace Engineer and Maintenance Field (F-18, F-15, F-14, A-6, A-4, A-7, CH-46, MH-53, UH-1N, MV-22 and C-130, C-117, C-12) and have seen life as it is.. I run three Depot level maintenance of various fixed and rotary wing aircraft.. The basic of “Refurbishment” are several; The IRAN (Inspect and Repair as Necessary) program; The PDM (Program Depot Maintenance) program; The MSIP (Multi Staged Imprrovement Program); The SDLM (Scheduled Depot Level Maintenance) program and lastly the SLEP (Service Life Extension Program) which ius the most expensive.. The aircraft are disassembled to the nth degree and inspected to the fullest.. which will extend the life of the equipment another 20 years service..
Let us go back a little bit in history.. The Philippine Revolution coincided with the Spanish-American war.. at first the US help the Philippines, but then they made a treaty w/Spain and paid $21M for the Spanish territories occupied by the US including the Philippines.. This is time when the Filipino-American war started and later the inclusion of the Philippines as territory of the US.. Filipino patriots espouse for independence, later become Commonwealth and as Manuel L. Quezon said “I would rather have the the Philippines run like hell by the Filipinos, than run like heaven by the Americans”.. Well to put it mildly, we got what we asked for.. It goes with the saying that; “Don’t ask for something you are not prepared, because you may get it”..
After the Base Treaty expired and not renewed, the Philippine Legislature who refused to extend the presence of the American base promised the AFP that they will give money to the $220M a year military assistance to AFP and $200M Development Assistance to the Philippines.. But as you all know, this promise never happen.. The maintenance program of the AFP, including tanks, trucks, jeeps, aircraft and ships deteriorated to a point that very few spare parts arrived for over seven years.. The time sensitive aircraft parts were critical for aircraft safety.. these factors were ignored and the flight continues.. there are cases that old parts are repainted and sold as brand new by corrupt suppliers, but the fatigue factor of the parts is ignored.. That is where accident happen.. when the aircraft is due for x-ray of something major inspection, there is a reason for that.. somewhere along the history of that type aircraft, someone died in an accident already and the findings is inspection at certain times to insure safety of flight.. C-47 aircraft are still being flown by Israeli AIr Force cause it reliable, but they are properly maintained..
Properly maintain, the UH-1H will serve another 20 years.. The United States Forest Service, US Border Patrol and other US Agencies still fly the UH-1H.. It was taken out of the US Inventory due to lack of spare parts..

In my experience for example; Morocco spends $500M dollars to fortify Western Sahara, but they collect $1.5B a year on it.. so why not the RP spend $333M to defend Malampaya since the revenue is over $1B a year.. it is a matter of political will and decisive decision.. and maybe spend $333M in development of the economy, by building factories and creating jobs.. and $333M for infrastractures, education and health of the poor for the next ten years.. The RP did not have the Malampaya before and it survived, so why not ignore the revenue and put it back on the economy and infrastractures.. The people are being tax to the limit, that is why we have so many leftist.. the SLEX, NLEX are taxes to the poor.. Sorry I digres, we should talk about the Huey..
